2019冠狀病毒病（COVID-19）大流行曝露了各地政府欠缺人力與經濟的準備以應對疫情，並引發了有關國際法律框架、研發激勵措施及獲取救生醫療產品的問題。當前的創新和知識產權框架，未能讓疫苗研發有利可圖從而進行可持續的研究。鑑於科學家已預測往後的流行病難以避免，因此必須改善有關框架並加強全球防範。該項目將借鑑全球應對COVID-19疫情的教訓，全面探索知識產權法、公共衞生、貿易和經濟之間的複雜關聯，為通報事項的優先設置、資源分配及政策選擇提供強而有力的理論和經驗基礎，以應對未來的公共衛生危機。
