杨彤1993年在加州大学戴维斯分校获得博士学位，随后在普林斯顿高等研究院从事博士后研究，自1994年起任职于香港城市大学，并于2007年晋升为讲座教授。他2018年当选为欧洲科学院院士，自2013年起被聘为上海交通大学访问讲座教授，2019年被聘为广西大学名誉教授。
杨彤在偏微分方程和动理学理论，特别是双曲守恒律组、动理学模型的流体动力学现象、边界层理论和高雷诺数极限等问题的研究中取得了重要的研究进展。他和合作者所引入的广义熵泛函被同行称为刘-杨泛函，这即使是对Burgers方程都是新的，因而是对激波理论的一个重要贡献。他在学术期刊上发表了180多篇论文，其研究范围的深度和广度影响深刻。
迄今为止，他获得的奖励包括国家自然科学奖二等奖（2012年）、裘槎高级研究奖（2011年）、教育部长江学者奖励计画讲座教授（2005年）、国家杰出青年科学基金（2004年）和1998年首届华人数学家大会晨兴数学奖银奖。
他2013年至2017年任Analysis and Applications主编之一，也是Kinetic and Related Models的创刊主编之一。他还担任伦敦数学学会公报、伦敦数学学会杂志和伦敦数学学会汇刊等期刊的编委。他2016年至2020年担任香港数学会主席。
