楊彤1993年在加州大學戴維斯分校獲得博士學位，隨後在普林斯頓高等研究院從事博士後研究，自1994年起任職於香港城市大學，並於2007年晉升為講座教授。他2018年當選為歐洲科學院院士，自2013年起被聘為上海交通大學訪問講座教授，2019年被聘為廣西大學名譽教授。
楊彤在偏微分方程和動理學理論，特別是雙曲守恆律組、動理學模型的流體動力學現象、邊界層理論和高雷諾數極限等問題的研究中取得了重要的研究進展。他和合作者所引入的廣義熵泛函被同行稱為劉-楊泛函，這即使是對Burgers方程都是新的，因而是對激波理論的一個重要貢獻。他在學術期刊上發表了180多篇論文，其研究範圍的深度和廣度影響深刻。
迄今為止，他獲得的獎勵包括國家自然科學獎二等獎（2012年）、裘槎高級研究獎（2011年）、教育部長江學者獎勵計畫講座教授（2005年）、國家傑出青年科學基金（2004年）和1998年首屆華人數學家大會晨興數學獎銀獎。
他2013年至2017年任Analysis and Applications主編之一，也是Kinetic and Related Models的創刊主編之一。他還擔任倫敦數學學會公報、倫敦數學學會雜誌和倫敦數學學會彙刊等期刊的編委。他2016年至2020年擔任香港數學會主席。
