- Professor and Head of the Department of International Education at the Education University of Hong Kong
- Expert in comparative and international education and development, from a disciplinary background in philosophy, social theory, complexity theory and education studies.
- Former Editor of the International Journal of Educational Development (Elsevier), and of the CERC Studies in Comparative Education Series (Springer).
- Past President of the Comparative Education Society of Hong Kong and a former Director of the Comparative Education Research Centre at the University of Hong Kong. His work has been translated and published in ten languages.
